Biography

Dr. Moloney focuses on (1) the intersection of the public administration discipline with international organizations, transnational administration, and good governance and separately, (2) the intersection of the public administration discipline with the unique administrative and policy challenges of small states and small island states. She has also engaged in discussions of social equity and separately, the intellectual history of public administration.

She has published 25+ articles in journals including, but not limited to, Public Administration Review, American Review of Public Administration, Perspectives on Public Management and Governance, Review of Public Personnel Administration, Global Policy, International Review of Administrative Sciences, among others.

Her book, Who Matters at the World Bank, was published by Oxford University Press in October 2022. In 2019, she co-edited (with Diane Stone) the Oxford Handbook on Global Policy and Transnational Administration (Oxford University Press). Her second co-edited book (with Billingsley, Jeong, Sanabria-Pulido, Tornton and Zeemering) will be published in Feb 2025 with Routledge: Routledge Handbook on Crisis, Polycrisis, and Public Administration.

Dr. Moloney is a Co-Editor-in-Chief of the Australian Journal of Public Administration, an Associate Editor of Public Administration Review, an Associate Editor of the Asia Pacific Journal on Public Administration, and an Associate Editor of Administrative Theory & Praxis. She is also a Co-Editor of the Book Series on Transnational Administration and Global Policy with Bristol University Press.
