Abstract

In order to achieve the goals of the Paris agreement and transition towards a green economy, it is crucial to activate the financial sector and its stakeholders on a large scale. This mobilization can be achieved by aligning the financial system with sustainable development and green economy objectives. Green finance is the result of this alignment, encompassing activities that relate to the interplay between the environment and finance and investment. The global green finance market has witnessed significant growth, with green bonds constituting most of the total green finance. Green finance investments target various sectors, such as renewable energy, transportation, buildings, and waste management. Governments across the globe are directing financial flows towards investments that support environmental objectives. The proposed project will have several outcomes, each with a specific focus on 1) the development of a green finance investment policy ecosystem. This ecosystem will balance technical expertise with financial innovation, creating a unique approach to sustainable energy and enabling the creation of new financial instruments and the automation of energy transactions. 2) Additionally, a three-layer Blockchain-enabled energy and carbon credits transactive trading framework will be created, specifically designed for hot climate conditions and Qatar and Turkiye use cases. This platform will be focused on Solar farms, Community Housing, and Electric Vehicle Recharging. Many emerging markets are also seeking to establish clear definitions of activities or investments that embody their national environmental goals. However, the lack of clarity in definitions has hindered the scaling up of green financing.
