Abstract

This chapter explores controversies over freedom of expression focusing on the ‘grey area’ between blasphemy and hate speech. It seeks to clarify the legitimate limits of expression that may be offending to either the divine or a specific segment of the population under international human rights law. It analyses the relevant international human rights law standards, focusing on challenges related to their enforcement and offering illustrations from relevant United Nations debates.
