Abstract
CERTIFICATION and accreditation is an expanding governance system. Cre-
ated on the market, it is being increasingly used by global, regional and
domestic administrations to serve several regulatory goals. The present ar-
ticle pursues a double target. First, it aims at analyzing the “system of cer-
tification and accreditation”; at the same time, it wants to evolve a model
for the ramification of the administration and administrative law beyond
the state. In the terminology used in the article, the system of certification
and accreditation will be used as a “reference field” for the introduction of
a general concept for the administration beyond the state.
