Abstract
In the context of rebuilding human settlements, it is very important to distinguish between construction management as a term referring to the range of technical actions and coordinations aimed at implementing the construction of a certain project within predefined cost and time targets, and settlement reconstruction management where, in our perception, it means the whole complex of actions involved in rebuilding and enhancing not only the physical settlement, but also the social and economic life of the community. This involves continuous consultation over issues such as planning (physical, social and economic), programming, budgeting and executing the scheme.
Most importantly, this community reconstruction consultation should continue to include 'developing', 'operating' and 'maintaining the rebuilt settlement, as well as ensuring the validity of its 'mitigation' measures against any future
