Abstract
In any theatre of war and criminality, attackers always enjoy the advantage of surprise - they get to choose the when, where and how. At the same time defenders find it impossible to be constantly vigilant, fully informed and situation-aware whilst also maintaining a capability to react before damage is inflicted.
