Abstract

This edition marks an important moment in the life of one of Canada's most venerable public policy series. How Ottawa Spends 1999-2000 is the 20th anniversary issue of a publication that began with the sub-title Spending Tax Dollars (the founding editor was G. Bruce Doern). At the time, there was a shortage of clear, critical analysis of federal government budgeting practices and spending priorities. The School of Public Administration at Carleton University saw an opportunity to contribute to public debate and public education. For almost an entire generation of Canadian students in the social sciences, How Ottawa Spends likely has been their first introduction to practical
policy analysis, and their most detailed exposure to federal spending plans and priorities. It is a privilege to be the series editor both for the 20th anniversary issue, and the last volume of this century.
