Abstract
The "Great Recession" of the past two years has pounded Canadians and their
economy, and has posed substantial policy and political challenges for the
federal Conservative government. The policy challenge is evident: how to ride
out the storm, prevent collapse, and restore economic growth and employment. The political challenge has been just as daunting, at least for a Stephen
Harper-led government that had relentlessly branded itself as a prudent fiscal
manager who would keep the lid on both spending and taxes (spending in
fact increased every year the Tories were in power, but the branding exercise
was still politically important).
