abstract = "The Internet of Vehicles (IoV) has revolutionized transportation by enabling seamless communication among vehicles and infrastructure. In emergency scenarios, the immediate dissemination of alert messages is vital for ensuring the safety of passengers, drivers, and pedestrians. This paper proposes an innovative cluster-based approach for efficient emergency message dissemination within the IoV network. Leveraging Software-Defined Networking (SDN) and Fog Computing, the proposed scheme seeks to alleviate transmission latencies and network congestion during the propagation of emergency messages in IoV networks. Empirical results unequivocally validate the superior efficacy of the proposed approach over existing methods.",
