Abstract
Explores the exceptional effort made by the Iraqis in their nationwide reconstruction campaigns for the southern cities of Basrah and Al-Fao, as a case study of rebuilding settlements after a man-made disaster. The two cities were devastated during the eight-year war with Iran. The paper attempts to examine the efficacy of Iraq's reconstruction policies, principally through exploring the rebuilding of Al-Fao city. While recognising the positive aspects, it also discusses the less worthy aspects of Iraq's reconstruction policies, both as admitted by the Iraqi authorities themselves and by the author's constructive criticism. -from Author
