BARRIERS TO PRIMARY EDUCATION IN THE IGAD COUNTRIES: CREATING INCLUSION, QUALITY, AND SUSTAINABLE ACCESS

Abstract

Access to quality education continues to persist as an unattainable reality for many out-of-school children worldwide. Education Above All’s (EAA) Educate A Child (EAC) program has a chief objective to aid the world's most difficult-to-reach out-of-school primary-aged children who face obstacles to education including poverty, prejudice, war and conflict, difficult geographic conditions, and climate change. The IGAD countries, a region stricken by all these factors, still have enormous strides to make in order to improve access to education. The intent behind pursuing this policy issue, in line with Education Above All’s objectives for the EAC program, is to provide insights into this widely understudied region and highlight its more implicit issues. The purpose behind tackling this issue is to address the specific barriers that out-of-school children face in the IGAD countries, and the best methods to deliver quality primary education to them. In line with EAA’s objectives, this will provide insight into what EAA should be prioritizing in its implementation in the region. This study will utilize secondary literature, and a mixed methods approach, with quantitative descriptive data from agencies like UNICEF and UNESCO (among others), complemented by a qualitative semi-structured focus group with EAC experts on the matter and region. The capstone project will present the plethora of different barriers impacting children’s access to primary education, and present an argument for regional cooperation across the IGAD countries, in order to best deliver education in the region.
